Speech from Consul General Liu Kan in 66th Chinese National Day Reception

Ladies and Gentlemen, dear friends

Good afternoon!

We gather here today to celebrate 66th anniversary of the founding of the People's Republic of China. Hereby, on behalf all members of Chinese Consulate General in Lagos, I extend my warmest welcome to all guests present here, my sincerest thanks to all friends who are dedicated to promote China-Nigeria friendship, and my best wishes to Chinese Companies and citizens in Nigeria for your efforts to promote the understanding between two peoples and development of China-Nigeria relations.

In the past 66 years, especially over thirty years of Reform and Opening-up, under the leadership of Chinese Communist party, Chinese people has devoted all their intelligence and diligence, overcome all kinds of difficulties in the long journey of achieving great rejuvenation of the Chinese nation, and China has made world-renown development. Comparing today with 1949, the GDP increased from 10 billion USD to 10 trillion USD, per capital GDP from 27 USD to more than 7000 USD. Now Chinese people enjoy higher living standard;the fast and comprehensive development can be seen in all fields and the overall national strength is constantly increasing. I feel immensely proud of all achievements our motherland has made.

2015 is a crucial year for comprehensively deepening reform, the first year for fully advancing the law-based governance of the country, and a critical year for ensuring steady growth and making structural adjustments. Chinese government has actively adapted to and guide the new normal in China's economic development, adhered to the general principle of seeking progress while keeping performance stable, ensured that the economy performs within an appropriate range. Under the backdrop of the sluggish development of world economy, in the first half year of this year, the growth of Chinese economy retained 7%, still among the highest of the world's major economies. Meanwhile, the upgrading and optimization of the economic structure is accelerating, and new source of economic growth is fostering. For example, the added value of tertiary industry made up of 49.6% of GDP in the first half of this year; new market entities are blooming rapidly, and most of them are small and micro enterprises and from service industry, which has a large employment capacity. China's steady economic development has benefited the world, including Nigeria. The actual amount of commodities China imported has continued to go up;China's outward investment has maintained rapid growth;the number of outbound tourists has notably increased, and China contributed about 30% to global growth in the first half of the year. The Chinese economy is deeply integrated into the global market. Given the weak growth of the global economy, China could not stand unaffected. Despite the many difficulties and downward pressure, the Chinese economy is still within the reasonable range.

This year is also 70th anniversary of the great victory of Chinese People's Resistance War against Japanese Aggression and the World Anti-Fascist War. As an important part of the World Anti-Fascist War, and its main battleground in the East, The Chinese People's War of Resistance Against Japanese Aggression, which started the earliest and lasted the longest, had lasted 14 years since the September of 1931, making a great contribution to the complete victory of the World War II. In order to commemorate the victory, Chinese Government held a grand Commemoration Assembly and Military Parade on Tiananmen Square, which was to bear history in mind, honor all those who laid down their lives, cherish peace and open up the future, the war has given us many profound lessons, one of the most important is to cherish peace and avoid the historical tragedy repeating itself. Peace does not come easily and must be secured. In his speech of commemoration Assembly in September 3rd, President Xi Jinping referred to "peace" 18 times, and emphasize that no matter how much stronger it may become, China will never seek hegemony or expansion. It will never inflict its past suffering on any other nation. President Xi also announced cutting the number of Chinese troops by three hundred thousand, and show with his action that China remains committed to a path of peaceful development, and is an active player in building the international system, making its due contribution. The theme of today's world is still peace and development, but still far from tranquil. China will continue to work with all countries, including Nigeria, to defend human conscience, international justice and the post-World War II international order, uphold the outcomes of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

Ladies and Gentlemen, and dear friends:

October 1st is the day to mark both the founding of PRC and Independence of the Federal Republic of Nigeria. I have assumed my office for almost two years, and am deeply impressed by our similarities; we even share the same National Day! China and Nigeria are two countries with similar history background and development path; we are both developing fast in economy and have grown up to the economic engines of our regions; we share similar values--family oriented, hospitable, intelligent and diligent, peace-loving and so on. So our two countries felt like old friends at the first meeting, since the establishment of diplomatic relations in 1971, China and Nigeria has developed their relationship smoothly and fruitfully. This year is also tenth anniversary of the establishment of China-Nigeria strategic partnership. Looking back to the past ten years, we have cooperated closely and achieve fruitful results in areas of politics, economy, culture, military, education, agriculture, health care, communication, infrastructure and manufacture.

China-Nigeria strategic partnership continue its comprehensive and deep development in 2015. Our economy and trade relations is progressing smoothly, by the end of August, the bilateral trade volume reached 9 billion USD. The volume of newly signed Chinese engineering contract in Nigeria reached 4.36 billion, of which 1.6 billion has completed, involving railway, roads and highways, water conservancy, communication, drilling and so on. Now Nigeria is China's third largest trade partner, largest project contracting market and third leading investment destination in Africa. The personnel exchanges between China and Nigeria grow increasingly active, more and more Nigerians travel to China, many of them are Nigerian oversea students; in 2014, 2979 Nigerian students studied in China, 251 of them were government scholarship winners; they introduced their personal experience in China to their friends and children, which planted the seeds of friendship and would bloom in the near future. In order to facilitate Nigerian applicants, we simplify the visa application procedures, and offer necessary assistance to those in urgent needs. Early this year, a Nigerian oversea student Obiola who studied in China suffered a sudden heart attack; after getting knowledge of relevant situation, we handled special case with special method, and issued visa to his mother the same day she delivered application.

With the development of China-Nigeria relationship, increasing number of Chinese enterprises and citizens come to invest and develop in Nigeria. They work hard to realize their dreams in this land, creating lots of jobs and training a large number of local talents. Nigeria has given them too much and they repay for its generosity by donating and building schools, roads and conducting other charities for local communities. This year, in cooperation with CCECC, the Consulate General has launched the third "China-Africa People to People Friendship Action". We repaired a teaching building for the Satellite Town Junior Secondary school, and turned a shelter with four pillars into a modern teaching building. Students can study in their new classrooms without harassment of winds and rains. "China-Africa People to People Friendship Action" has played an important role in deepening the understanding and friendship of our two peoples, and also became an important brand in promoting China-Nigeria relations.

Ladies and Gentlemen, dear friends:

Since the establishment of the diplomatic relations of our two countries, our governments and peoples have stood together and supported each other regardless of situations, and the friendship has rooted deeply in the hearts of our two peoples. After the transition of Nigeria governments, I met with several leaders of the States in our consular area, they all expressed their strong willingness to develop relations with China; The governor of Imo state, H. E. Okorocha and Imo state House of Assembly even told me they would develop their relations with China through legislation, which deeply touched me! I am fully convinced that, China and Nigeria's strong willingness to develop relations with each other will lead our Strategic Partnership to a deeper and broader level; our bilateral relationship will become more important for each other.

The day after tomorrow, we will mark Chinese National Day and Nigerian Independence Day. Hereby, on behalf of Chinese Consulate General in Lagos,
